UNDP Governance Unit is initiating the sub-national Human Development Report and Index (HDR/I) at provincial level. One of the key factors of success of regional development is a local government that is well-informed about the real situation of human development in the province and using that information as a guiding tool in deciding the direction of development of the province, The HDI, a product and a major part of any UNDP HDR, often serves as a reference in measuring development. The Report should allow provincial government in prioritizing activities in their regional development agenda. It is expected to be used as a tool for planning, budgeting, and monitoring. UNDP Indonesia is setting up a team that will be working with local governments in Gorontalo in producing the Gorontalo Provincial HDR/I. The overall task of the team is to produce the Gorontalo HDR/I. The detailed tasks are to: (1) compose HDI of the sub-district (kecamatan) level and HDR of Gorontalo Province; (2) provide capacity building for relevant stakeholders in composing Provincial HDR/I; (3) establish Provincial HDR/I as a benchmark for Gorontalo human development quality;(4) advocate the use of Provincial HDR/I as a tool for planning, budgeting, and monitoring. Currently there are 7 vacancies: 1. Agricultural Social-Economic Specialist Post Code: HDR-1 Type of Recruitment: National Pre-classified Grade: SSA Supervisor: Team Leader Provincial Human Development Report Duty Station: Jakarta with travel to the region(s) Appointment Period: 5 months Start date: October 2007 Substantive Responsibilities * Closely liaise with BPS and local governments to identify categories of data needed, data gaps, data definition, periodicity and level of desegregation; * Identify data representativeness and analytical methodology, both quantitative and qualitative, in relation to agriculture and poverty issues; * Closely liaise with BPS to compose and analyze Sub-District Human Poverty Index (HPI) and Human Development Index (HDI); * Analyze issues related to agriculture and poverty, including land reform, agricultural infrastructure, farmer’s institution, agricultural extension, financing and marketing of agricultural products, Gini coefficient, and poverty reduction programs; * Conduct intensive consultation with local team, members of working group, and relevant stakeholders for focussing the analysis; * Design serial workshops and lead the discussions related to agriculture and economic issues; * Formulate policy advice in relation to agriculture and poverty with objectives to improve Gorontalo’s human development and to use it as a tool for planning, budgeting, and monitoring; * Design program in relation to agricultural reform for human development and poverty reduction; * Prepare the draft Provincial HDR/I, including project document and other required reports. Recruitment Qualifications Education: Master degree (PhD preferred) in social-economics of agriculture, economics, or other related fields.
