Terms of Employment: Temporary Replacement (November 12th, 2007 to May 31st, 2008 with possibility of extension to November 30th, 2008)

Summary of Responsibilities:
Under the supervision of the Regional Program Manager, and working in collaboration with the other members of the Asia-Pacific regional team, the Country Representative is responsible for CUSO’s program in Lao PDR. These responsibilities include program development and partner relations, support to and administration of the cooperant program, administration of projects, and program and administrative coordination of the office of the program centre. The Country Representative will also represent CUSO in the country to civil society and the government, and contribute actively to the Asia-Pacific regional program.
Essential Qualifications:
- minimum 5 years experience in development work with NGOs, with particular attention to work in CUSO’s Key Result Areas;
- minimum 4 years experience working with cooperants/volunteers;
- demonstrated effective program management skills (planning, monitoring, reporting and evaluation);
- experience in NGO administration, including finances, human resources and office management;
- understanding of the dynamic between Northern and Southern NGOs;
- a sound understanding of the programming Key Result Areas and of the country and regional context, i.e. political, social and economic realities, forces of social change and climate for development;
- experience in the development and writing of successful resource mobilization proposals;
- effective communication and representational skills;
- advanced level computer skills in the Windows environment including WORD (advanced level) Excel (advanced level) PowerPoint (intermediate level)Outlook (intermediate level), internet usage and database applications.
- ability to work in English and in Phaasa Lao (Phaasa Lao level 4 (oral) level 2 (written); English level 4);
- proven ability to work under pressure and to cope with difficult and/or sensitive situations;
- ability to prioritize and deal with a high volume of work in an environment of constant and rapid change;

- formal training in business administration.

Required Qualifications:
